The bloodbath continues along our southern border and now word is coming in that <b>Los Zetas</b>,  the highly trained killers formerly with the Gulf Cartel, have crossed  into the United States and taken over at least two ranches in the  Laredo, Texas area. I am receiving word that the owners of the ranches  have evacuated without being harmed. <b>As of this hour I cannot confirm 100% on the situation</b> (I am at around 90%) - though the source is law enforcement in the area.<br />
<br />
 (<b>Update 2</b> story is now 100% confirmed by second source within the Laredo Police Department)<br />
  Founder of the <a href="http://www.diggersrealm.com/mt/archives/www.sandiegominutemen.com" target="_blank">San Diego Minutemen</a>  Jeff Schwilk tipped me off to this story and passes along the following  information on the location. The ranches are said to be "near Mines Rd.  and Minerales Annex Rd about 10 miles NW of I-35".<br />

  <b>Update 1</b> (Statement from Mr. Schwilk)<blockquote> I can personally vouch that this info came in late last night from a  reliable police source inside the Laredo PD.  There is currently a  standoff between the unknown size Zeta forces and U.S. Border Patrol and  local law enforcement on two ranches on our side of the Rio Grande.   <b>The source tells us he considers this an "act of war" and that the  military is needed on the border now!</b><br />
</blockquote>Whether it is lone members or squads is not certain.<br />

  Anonymous sources in law enforcement in the Laredo area tonight have  passed on word that US law enforcement agencies are in the area and are  weighing their options regarding the ranches. The media has been silent  on this incident and some law enforcement in the area say that they are  furious that the media is not reporting the whole story of the continued  violence along the border. Their frustrations are understandable  because keeping the truth suppressed continues to hamper law enforcement  from receiving the true support they need along the border.<br />

<br />
  The ranch assaults come on the heels of attacks in Nuevo Laredo that  shut the city down as a gun-battle raged in the streets. Los Zetas  blocked off intersections with vehicles and used fragmentation grenades  to attack Mexican law enforcement. In the end 12 were killed and 21  injured in the assaults. Citizens in the area were told to stay in their  homes and bullets whizzed all around.<br />

The U.S. Consulate in Nuevo Laredo had posted warnings on its website  hours before the gunfire was reported by Texas citizens, &#8220;We have  received credible reports of widespread violence occurring now between  narcotics-trafficking organizations and the Mexican army in Nuevo  Laredo.&#8221;  The U.S. Consulate went on to say, &#8220;The consulate confirmed that  fragmentation grenades were used in the attacks and that suspected  drug-gang members had blocked several roads, adding that it advised &#8216;all  U.S. citizens in Nuevo Laredo to remain indoors until the security  situation improves.&#8217;&#8221;<br />

</blockquote>US Citizens in Laredo called 911 after hearing gunfire and explosions just across the border. Laredo police spokesman <b>Joe Baeza</b>  deflected the concerns of citizens with what I see as utter contempt.  He said there was no spillover violence onto the US side and "We were  getting reports from people who live on the river's edge that they could  hear gunfire and explosions from the Mexico side," Baeza said, "We  didn't have any incidents on the American side. It's hard for people to  understand who don't live here ... <b>They're not Vikings, they're not going to invade us, it doesn't work that way.</b>"<br />

NUEVO LAREDO, Mexico – Late-night gunbattles with gangs who forced citizens from their cars and used the vehicles to block streets paralyzed a border city, sound of gunfire alarmed Texans on the U.S. side of the Rio Grande.<br />
<br />
The Nuevo Laredo city government posted messages on Facebook warning citizens to stay indoors as the battles erupted at several intersections in the city across from Laredo, Texas.<br />
<br />
Frightened people on the U.S. side of the border called emergency dispatchers after hearing the gunfire, Laredo police spokesman Joe Baeza said Thursday. But he said there was no spillover violence."We were getting reports from people who live on the river's edge that they could hear gunfire and explosions from the Mexico side," Baeza said.<br />
<br />
"We didn't have any incidents on the American side. It's hard for people to understand who don't live here," he added. "They're not Vikings, they're not going to invade us, it doesn't work that way."<br />
<br />
Nuevo Laredo city officials said they could not immediately confirm witness reports that several gunmen were killed.Gangs used stolen cars and buses to block several main avenues in the city across from Laredo, Texas. Several residents called local newspapers to report thefts.<br />

HUNTSVILLE, Texas<br />

Texas has executed a man convicted of killing two Houston opera singers nearly 22 years ago.<br />
 <br />
Forty-two-year-old Derrick Jackson declined to make a final statement before the lethal injection was administered Tuesday. He was the 15th person to be executed in Texas this year.<br />
 <br />
Jackson contended he was unfairly convicted of the September 1988 fatal beatings and slashings of Forrest Henderson and Richard Wrotenbery. The two 31-year-old men were in the Houston Grand Opera chorus.<br />
 <br />
The slayings inside Henderson's apartment went unsolved until 1995, when a bloody fingerprint from the scene was matched to Jackson. By then, Jackson already was in prison serving a 12-year term for aggravated robbery.</div>

COPPELL, Texas – A spokeswoman for a Dallas-area city says the mayor and her teenage daughter have been shot dead.<br />

Community Information Officer Sharon Logan says the bodies of 55-year-old Mayor Jayne Peters and her 19-year-old daughter, Corrine Peters, were found at their home in Coppell (kuh-PEL) on Tuesday night.<br />
<br />
Logan says in a statement that police discovered the bodies after council members expressed concern that the usually prompt mayor did not show up for a council meeting. Police found no signs of forced entry.<br />
<br />
City police made no immediate comment.<br />
<br />
Jayne Peters had been mayor of Coppell, 15 miles northwest of Dallas, since 2009. Corinne Peters graduated from Coppell High School this year.<br />

Some of you may have seen the recent ad on television where a Trooper makes a traffic stop, and the back seat passenger starts teasing the driver saying “you’re getting a ticket.” At that point the Trooper walks up to the back seat passenger and says “forget to wear your seat belt?’ and hands the passenger a ticket after which the passenger sheepishly says “thank you officer.“<br />
<br />
That ad is attempting to educate everyone on a fairly recent change in the law that now requires that everyone in a vehicle wear a seatbelt, or if a child, be in an approved car seat. The old law limited the requirement for wearing seat belts to the front seat and even to certain ages, but that is no longer the case. Here is a brief explanation of the law as currently written.<br />
<br />
<br />
Section 545.413 of the Traffic Code, the section dealing with this provision, is rather lengthy and is written in an interesting way. To summarize it, the law basically says that a person “commits an offense if they are at least 15 years of age, is riding in a passenger vehicle while it is being operated, is occupying a seat that is equipped with a seat belt and the person is not wearing it.” It goes on to say that “a person commits an offense if they operate a vehicle (the driver) that is equipped with seat belts and allows anyone younger than 17 years of age to ride without requiring the person to wear the seatbelt.” There are certain exceptions, one of the main ones being a child who is required to ride in a child safety seat.<br />
<br />
This is interpreted as follows. First and foremost, the driver is always presumed by the law to be in control of the vehicle and its occupants and therefore is generally the one who will receive the citation for any vehicle operation violation. In this case, an officer may cite the driver for any passenger under the age of 17 that is not wearing a seat belt.<br />
<br />
The interesting thing is, the way this law is written, a passenger who is 15 years of age or older can now themselves be cited rather than the driver. This is even more interesting because for those passengers in the middle, (i.e. those who are at least 15 but younger than 17, essentially meaning 16-year-old passengers), the officer has the option of citing either the driver or the passenger. This may seem a little confusing so said another way, it means that if the person not wearing the seat belt is under age 15, the driver gets the ticket. If the passenger is 17 or older, the passenger gets the ticket. If they are in the middle age group the officer has the option of citing the driver or the passenger. Persons younger than 15 cannot be issued a citation for this violation.<br />
<br />
Again, there are several exceptions that are applicable in select situations.<br />
<br />
Just by way of mention, Section 545.412 of the Traffic Code gives the requirements for when someone needs to be in a Child Passenger Safety Seat. Essentially it applies to any child younger than eight years of age, unless they are at least four feet, nine inches tall.<br />

Investigators say they aren't sure whether Evans is going to make it. He was shot in both his legs and face by a 15-year-old who detectives say feared for his safety and the safety of his sister. <br />

It happened at a home on Royal Place Court in northwest Harris County at around 2:30pm Tuesday. <br />

"All he said was, 'Anybody seriously hurt?' and he said, 'Oh yeah, definitely,'" neighbor Renee Thompson said. <br />
The blood on the driveway told a burglary-gone-bad story. <br />
<br />
Deputies say the suspects broke into the home through a back window. From upstairs, the 15-year-old -- who was home with his 12-year-old sister -- heard the breaking glass and grabbed his father's automatic rifle. The burglary was soon over. <br />
<br />
Family members rushed to the home, but the children's father, Vince Guerra, had beaten them all there. He's a Harris County Pct. 1 deputy constable and was on duty when it happened. No wonder his son knew what to do. <br />
<br />
"We don't try to hide things from our children, and we try to give them a perspective about the way things are," Harris County Sheriff's Office Lt. Jeff Stauber said. <br />
<br />
Within an hour, both Evans and the juvenile were in custody; they were caught at a nearby hospital while seeking help. <br />
<br />
The juvenile was brought back to the scene, where deputies checked him for evidence and collected the rifle. <br />
<br />
Neighbors backed what the 15-year-old did. <br />
<br />
"I'm really glad he was able to defend himself," Thompson said. <br />
<br />
Investigators concluded the shooting was justified. <br />
<br />
"As parents, we protect our kids, and as an older brother, he was protecting his sister and himself," Stauber said. <br />
<br />
Neighbors say there have been recent burglaries in the neighborhood. <br />
<br />
Investigators said that rifle was the personal weapon of the teen's father, the deputy constable. He's been with the constable's office for 11 years and is described as a good officer. <br />
<br />
There were some questions about whether he'd be liable for the shooting since his son had easy access to the weapon, but ABC13's legal expert says that the 15-year-old's right to protect his home and sister trumps all child firearm access laws.</div>
