Isn't this sort of thing called "profiling"? A certain group of people are singled out for the police to watch,and if that's the case it's "profiling". Police agencies have gotten into trouble many times by stopping minorities just for their skin color.Said minorities have screamed they are singled out only because of skin color,no other reason. Well this is pollitical "profiling".
